Abstract

This study analyzes project management governance during the deployment phase of the e-Lhu application at the National Agency of Drug and Food Control (BPOM) in East Java. Although the application has successfully digitized laboratory data, the transition of new features into the operational environment still faces technical and procedural challenges. Using the ITIL 4 framework, this research evaluates five key practices: Deployment Management, and Release Management. The method employed is descriptive qualitative through participant observation and in-depth interviews. The results indicate that while BPOM demonstrates excellent bureaucratic agility in Change Enablement, a critical gap exists in Knowledge Management, creating a single point of failure risk. Furthermore, the absence of a structured rollback mechanism in Deployment Management increases the risk of system fatality during errors. This study recommends standardizing documentation as a release requirement (Definition of Done) and institutionalizing system recovery plans to ensure the continuity of laboratory testing services.
